The best way to apply rubber mulch is to first purchasing KinderMulch 3/4 or RhinoMulch 7/8" rubber mulch from Recycled Rubber Products out of Joliet, IL.  After you receive your ton of Rubber Mulch which is the Best Rubber Mulch, you can slit the bag open and wheel barrel it to your location.  Your landscape will need the old wood mulch taken out and a weed barrier installed.  Once you have preped the area, poor the Rubber Mulch over the weed barrier at the deep you prefer.
